Today in Moscow there is held a ceremonial parade in honour of the 75th anniversary of the first Victory Parade, which took place on Red Square on June 24, 1945.

Business mission of Russian companies to Singapore came to end

On June 17-21, the Russia-Singapore Business Council held in Singapore a regular business mission of leading Russian high-tech companies. The mission was headed by Nikolay Volobuev, Deputy CEO, State Corporation Rostec & Chairman, RSBC. The mission was timed to the exhibition CommunicAsia-2019 and I Russian Film Week in Singapore.

The Russian delegation included representatives of such holdings and enterprises of Rostec as Ruselectronics, Concern “Sozvezdie”, Russian Helicopters, Technodinamics, RT-Komplektimpeks, Kamaz, as well as the management of Technopark Innopolis, the National Compliance Association, the international Prisma association, etc. Negotiations were held with local business associations, members of which are potential partners, distributors and suppliers for holdings and enterprises of the Corporation and members of the RSBC. In particular, negotiations were held with the Association of Radioelectronic Industry of Singapore, the Singapore Association of Semiconductors, the Singapore Association of Telecommunication Technologies, etc. The parties agreed on points of cooperation and strengths of Russia and Singapore, which will result in joint integration projects in the future, similar to the integration of RSTrade and CamelONE platforms. The leaders of the Singapore associations were invited to take part in the Innoprom-2019 industrial exhibition.

Members of the Russian delegation visited Singapore’s largest national Agencies: Singapore Economic Development (EDB), Singapore Business Development (ESG), Singapore Experience Sharing (SCE), as well as with the Singapore Business Federation (SBF). The key agenda of the talks with the agencies included topics and projects that will be discussed at the upcoming meeting of the High Level Russia-Singapore Intergovernmental Commission, which will be held in Vladivostok in September 2019. There was reached an agreement on a joint organization of a business mission of the Singapore companies by RSBC and the SBF. The mission will be timed to the meeting of the Intergovernmental Commission and the Eastern Economic Forum. At the meeting with SCE, members of the delegation discussed the model for initiating international G2G projects by private companies, and with EDB – opportunities for participation of foreign companies in Singapore tenders.

At the meeting with SingEx (the Singapore equivalent of the Roscongress Foundation) there was discussed the cooperation of RSBC and the company in promoting the Russian enterprises of Rostec at SingEx events, including the 2018 Industrial Transformation Asia Pacific, which will be held on October 22-24, 2019 in Singapore . The international partner of the event, Hannover Messe, is the largest international exhibition of industrial technologies, which is a window to the future for thousands of visitors. Hannover Messe has become a global platform for topics such as Industry 4.0, energy efficiency and intelligent networks. It is the most important platform for technologies related to industrial transformation in the West, where the concept of the fourth industrial revolution came from. The regional analogue in Asia is the Industrial Transformation Asia Pacific 2019 exhibition.

The business mission also included a number of educational events. On June 18, a seminar for representatives of the management of a number of holdings of the State Corporation Rostec was held at the Centre for Overseas Promotion of Russian High-Tech Companies and the Presentation of investment projects. The seminar was focused on the key aspects of procurement practice and the latest approaches to its implementation. The speaker was Fabian Wang, a prominent expert in the field of procurement management with more than 20 years of experience, an international expert, one of the most demanded in this field. The next day, a similar event for Singapore entrepreneurs was held at the Centre. That was a seminar of the Director for Procurement of Rostec State Corporation, Tatiana Gololobova, dedicated to the participation of foreign companies in government procurement in the Russian Federation. Such events, which are organized and held by the Russia-Singapore Business Council with the support of the State Corporation Rostec and other members of the Council, help to improve mutual understanding and intensify interaction between representatives of expert communities and business circles of Russia and Singapore, which is important when building long-term and long-term cooperation. These aspects are of particular relevance owing to the forthcoming conclusion of an agreement on a free trade zone between the EAEU and Singapore.

The Russia-Singapore Business Council seeks to establish interaction not only between business and expert, but also between cultural circles of Russia and Singapore. Simultaneously with the business mission of Russian enterprises in Singapore, there took place the Russian Film Week with the participance of such prominent filmmakers as Fedor Dobronravov, Vladimir Grammatikov, Alexander Kovtunets and Pavel Chukhrai. The opening ceremony and film screenings were attended by more than 3,000 spectators in total. Among them were residents of Singapore, tourists and diplomats.

Business, educational and cultural events held in Singapore on June 17-21 seriously contributed to the development of Russia-Singapore relations and made clearer the prospects for further cooperation. In addition to preliminary agreements on working on joint integration projects and organizing future business missions, there was made a decision on further cooperation in the field of culture. So, in view of the big success of the I Russian Film Week, it was decided to make this event annual. In addition, in October-December 2019 and in February 2020, with the support of the State Corporation Rostec, sport and cultural events will be held in Singapore, dedicated to the tenth anniversary of the Russian-Singapore Business Council.

 

A Procurement Seminar for Singapore entrepreneurs was held at the Centre for Overseas promotion

On June 19, 2019 a seminar dedicated to participation of foreign companies in Russian governmental procurement took place in the Centre for Overseas Promotion of Russian High-Tech Companies and the Presentation of investment projects. The seminar was held by Tatiana Gololobova, Procurement director of the State Corporation Rostec. This was the second seminar within educational programme provided by the Russia-Singapore Business Council within the business mission held in Singapore. The first seminar was organized on June 18 for the specialists from Rostec holdings and provided for them an opportunity to study the Singapore experience in the field of procurement.

Besides Tatiana Gololobova, to the audience spoke Nikolay Volobuev, Deputy CEO, State Corporation Rostec & Chairman, Russia-Singapore Business Council, Sergey Pronin, Deputy Chairman – Executive Director, Russia-Singapore Business Council, and Kirill Solntsev, Head, International Business and Marketing, executive structure of the Russia-Singapore Business Council. They touched upon issues related to the procurement practices of Russian state-owned companies and large private corporations, government regulation and antimonopoly policy, the system of control and monitoring of suppliers in enterprises, measures to maintain an effective subcontract, etc. Special attention was paid to legal issues – due diligence and compliance, which were described by the President of the Russian National Compliance Accociation, member of the Committee of the Chamber of Commerce and Industry of the Russian Federation, member of the Expert Council of the State Duma Committee on Security and Anti-Corruption Vladimir Balakin.

More than 20 Singaporean entrepreneurs interested in participating in Russian government procurement took part in the seminar. They noted the high level of organization of the event and the real benefits from the content of the seminar and personal acquaintance with Russian experts of such a high level.

The seminar and similar events organized and held by the Russia-Singapore Business Council with the support of еру State Corporation Rostec and other Council members, help to improve mutual understanding and intensify interaction between representatives of expert communities and business circles of Russia and Singapore, which is important when building a long-term and promising cooperation. These aspects are of particular relevance in the light of the forthcoming conclusion of an FTA between the EAEU and Singapore.

Rostec Expands Cooperation with Southeast Asian Countries

Russian State Corporation Rostec and the Singapore Manufacturing Federation (SMF) have signed an agreement aimed at promoting Russian high-tech products in Southeast Asia. The document, which has been developed with the active participation of the Russia-Singapore Business Council (RSBC), will enable more than 3000 SMF member companies and more than 700 Rostec enterprises to expand opportunities for cooperation and joint production. 

The contract manufacturing market of the EAEU and the ASEAN is approaching 4.5 billion US dollars in terms of volume, with a development trend that is exceeding the production growth rate. Southeast Asia is one of Rostec’s most important partners with which the State Corporation intends to expand foreign economic relations.

“The signed agreement on cooperation opens up new horizons for mutually beneficial bilateral technology transfer, and also the exchange of industrial, engineering and research competencies. I am confident that, in conjunction with other tools and formats for cooperation and promotion, Rostec’s agreement with the SMF will lead to qualitative changes in the positions of our enterprises, both in Singapore and in Southeast Asia as a whole,” said Nikolay Volobuev, Chairman of RSBC and Deputy CEO of Rostec.

The agreement, among other things, includes the use of RSBC infrastructure, such as the Singapore-based Centre for Foreign Promotion of Russian High-Tech Companies and the Presentation of Investment Projects established at the initiative of the Council and with the support of Rostec.

“Today, the SMF is an advanced federation serving the industrial community through the introduction of digital data processing, innovative productivity, business transformation and internationalization in order to increase the competitiveness of its member companies. Recently, we have begun to actively develop contacts with major partners in the former Soviet Union. The Russian market is undoubtedly of particular interest to Singaporean partners, and Rostec State Corporation is the largest industrial association of Russian enterprises. I am confident that the signed agreement will lay a solid foundation for expanding and strengthening cooperation between SMF members and Rostec enterprises,” said Douglas Foo, President of the Singapore Manufacturing Federation.

Rostec continues to implement a large-scale program for promoting high-tech products of its enterprises abroad in accordance with its approved Strategy-2025,the main goals of which areto increase the share of civilian products in the revenue to 50%,improve operational efficiency and enterfast-growing global markets.

Russia-Singapore Business Council and TV channel “Big Asia” signed a Cooperation Agreement

On March 27, 2018 Chairman of the Russia-Singapore Business Council Nikolay Volobuev and General Director of the TV channel “Big Asia” Alexander Lebedev signed an agreement on cooperation and information support. The agreement covers a formation of content for promotion of a positive image of Russian enterprises in Singapore and highlighting the Singapore experience in Russia. Created for a coverage of the cultural and economic cooperation with Asian countries, the TV channel “Big Asia” is planning feature series on Singapore and other countries of Southeast Asia. An important opportunity would be the III “Russia-Singapore Business Dialogue”, organized by the Council, and the general partner of which is the State Corporation Rostec. The forum will be held on April 17-18 in Singapore. Even more media opportunities are provided by the fact that the year 2018 is the anniversary year of a half-century diplomatic cooperation between the Russian Federation and the Republic of Singapore. The Russia-Singapore Business Council will take part in many events coincided with this occasion, while the TV channel “Big Asia” will have the opportunity to cover them.

In 2016-2017 a bilateral trade between Russia and Singapore has grown substantially, a turnover of Russian companies through Singapore with third countries has increased even more. Singapore’s investments in the projects of Russian regions have been raised several times. The 50th anniversary of establishment of diplomatic relations between Singapore and Russia (as successor state to the USSR) will be celebrated in 2018. In this regard, increased attention was paid to the bilateral relations, including certain activities, enhancing a partnership between Russia and Singapore, such as this business mission, aimed at strengthening the position of Russian companies in the markets of Southeast Asia.

The executives of the Rostec State Corporation, the Moscow Government and the Ministry of Industry and Trade participated in the business mission. The delegation was headed by CEO of the Rostec State Corporation Sergey Chemezov. The Deputy Minister of Industry and Trade of the Russian Federation Oleg Bocharov and the Minister of the Moscow Government, Head of the Department for External Economic and International Relations Sergey Cheremin also took part in the business programme.

Within the framework of the first day of the business mission on December 11, 2017 the Business Forum “Promotion of Groundbreaking Russian Engineering and Solutions” was held. The event included presentations of Russian and Singaporean experts, while the total number of the Forum participants exceeded 120 people. During the Forum a series of short talks were delivered among others by infrastructure companies Meinhardt Group and Swan & Maclaren on the infrastructure development of the city of Moscow.

The Forum resulted in signing of the cooperation agreements between the Center for foreign promotion of high-tech companies, established on the basis of the Singapore company Progression Pte. Ltd., with such Russian enterprises JSC Russian Helicopters, JSC KRET, JSC RT-Chemcomposite and JSC ONIIP.

On December 12-14, 2017 Russia-Singapore Business Council organized meetings with the representatives of Singapore business and government agencies including IE Singapore, Singapore Cooperation Enterprise, Economic Development Board and others.

Also the visit of the executives of the Rostec State Corporation to ITE – the Institute of Technical Education of Singapore – took place. ITE has repeatedly been for the past three years among the top three vocational education institutions in the world and is recognized as the best in Asia. As a part of the visit Memorandum of Understanding in the sphere of vocational education was signed between the Rostec State Corporation, the Moscow Government, the Russia-Singapore Business Council and ITE. The document covers a creation of the Center for Training and Certification of Personnel in Moscow, where the best foreign educational practices will be adopted. In the context of the project the competence and experience of ITE in the field of professional development and talent audit will be used. The Center’s mission will be training, retraining, advanced training and independent certification of personnel for innovative industries related to laser and additive technologies, IT, telecommunications, robotics, engine manufacturing, aviation equipment service, etc.

The top-management representatives of the aviation cluster of the Rostec State Corporation visited the Association of Aerospace Industries (Singapore), where the Association of Aviation Producers, recently established in 2017 in Russia for furthering the development, production and sales of its member-companies’ products in the markets including Southeast Asia countries, was presented to Singapore side. At this meeting an exchange of the best practices, an experience of creating and developing associations as well as key areas of cooperation were highlighted. The executives of the Association of Aerospace Industries (Singapore) invited Russian aviation companies to visit the largest in Asia Singapore Airshow on February 6-11, 2018 and ask to elaborate by this event the issue of signing an agreement on cooperation between Russian and Singaporean associations, as well as a roadmap for the development of Russia-Singapore bilateral relations in the aerospace industry.

Furthermore, a visit of the Rostec State Corporation representatives was made to the Singapore Center for 3D Printing of the Nanyang Technological University (SC3DP). Within the scope of the visit the research capacities of the university were demonstrated, and the meeting was held with the executives of the center along with the top-manager of the National Additive Manufacturing Innovation Cluster (NAMIC). The Russian party received an invitation to the International Conference on Progress in Additive Manufacturing, which will be held on May 14-17, 2018 in Singapore. This conference will be coincided with the 6th annual international competition in 3D printing.

Within the framework of the business mission representatives of the aviation cluster – JSC Technodinamika, JSC KRET and JSC “Aviation service center “Aviation equipment” as well as the State Research Institute of Civil Aviation GosNII GA held a meeting with the local company Prescient Systems & Technologies, which is a part of one of the largest corporation in Singapore – Singapore Technologies Engineering Ltd. During the negotiations a localization of innovative development of aviation simulators in Russia along with a cooperation in the sphere of promotion of the products of aviation cluster in Asia were discussed. The Rostec holding companies also held a meeting with the management of Singapore Composite Cluster, which is engaged in research and development in the field of composite materials, and visited the Center for Composite Materials of the Nanyang Technological University. The head of the Aerospace division of the Economic Development Board of Singapore presented the aerospace industry in Singapore. Moreover, the meeting was held with the worldwide supplier of aviation parts, such as BSB Aviation.

The top-management of the Rostec State Corporation conducted business visits to the leading companies in the sphere of security in Singapore – AETOS and ST Kinetics. The meetings resulted in the reached agreements to expand cooperation in the field of technology transfer and exchange of the best practices.

A review seminar on the macroeconomic and financial situation as well as the peculiarities of conducting financial affairs in Singapore as the investment center of Asia was held for the participants of the business mission at the Bank of Singapore.

Within the programme of the business mission the introductory meetings with Singapore companies, involved in the development of local technology parks, such as Surbana Jurong and Ascendas Singbridge were held. The executives of the largest private Moscow Technopark “Kalibr” took part in the meetings. With the support of the Business Council in Singapore the potential residents of the new building of the Technopark “Kalibr” were found.

A number of meetings on cooperation in the sphere of microelectronics and high technologies in healthcare were organized for the executives of the holding companies and radioelectronic cluster of the Rostec State Corporation primarily with the management of Key ASIC and United Crest Healthcare.

Russia-Singapore Business Council has acted as a co-organizer of the first “Cambodia – Eurasian Economic Union” Business Forum in December 2017. It was also organized by the Ministry of Commerce of the Kingdom of Cambodia in cooperation with the Eurasian Economic Commission. Welcome remarks were given by Minister of Commerce of the Kingdom of Cambodia H.E. Mr. PAN Sorasak, President of Cambodia Chamber of Commerce Neak Oknha KITH Meng and Member of the Board for Integration and Macroeconomics of the Eurasian Economic Commission H.E. Ms. Tatiana Valovaya.

As a result of the business mission a roadmap for events and negotiations for 2018 was drawn up. The Russia-Singapore Business Council is planning a range of events in Singapore in April 2018, including the 3d annual business forum “Russia-Singapore Business Dialogue”. The Singapore party is ready to work with Russian companies, and the level of trust in Russian enterprises increases with each new visit, with every new contact.
