Singapore is set to mark its’ 55th Birthday on 9 August this year.
2020 has shown to be the most difficult and unpredictable year from the last several decades. The unusual complex mix of economic, geo-political, social factors and events caused by COVID pandemic has been set in motion. Some common views and things we have taken for granted have been challenged. We have also displayed some unbelievable levels of adjustability, recognising the “unknows” and accepting the new norms to our lives.
Having said so, I feel exceptionally grateful to the Singapore Government for all the levels of support and protection it has provided during the past several months.
Singapore has been benefiting from the consistently competent administration for several decades. 55 years back, the newly born country, worried about the viability as a nation on a tiny island with no natural resources or adequate water supply, a population of nearly 2 million, and no defence capability of its own in the face of a military confrontation by a powerful neighbouring country. Singaporeans and their leaders however, made the grade. The transformation of the Singapore economy over the past five decades has been impressive, producing rapid economic growth and delivering extraordinary improvements in social welfare. During that period, Singapore has evolved into a developed economy with multiple engines of growth including globally competitive manufacturing clusters, one of the world’s pre-eminent financial and transportation centres, and the location for regional and global headquarters of major corporations. I have personally witnessed the steadily growing Singapore’s success throughout all ten years I have lived and worked in this country.
Now, deep in the crisis of a generation, the country is even more in need of the experienced guidance of the administration. And I feel confident about it. Singapore has already commenced gearing up for uncertainties with future economic strategies. To overcome the crisis, the Government has intervened through four successive Budgets to protect workers, households and companies. Singapore’s efforts in its fight against Covid-19 has been recognised by the World Health Organisation in its efforts to build hospital capacity to deal with a surge, perform contact tracing and isolate patients, which many countries in the rest of the world abandoned very early.
Singapore’s strengths are in its racial harmony, history, meritocracy, economy and governance with emphasis on maintaining security, law and order. For the country to continue to run efficiently and effectively, it needs the unity and resilience of its people and a continued trust in the government to lead the nation through the challenging times.
Despite 2020 being a challenging year for Singapore, the small nation has always kept space for celebrations.
The National Day Parade has always been one of my favourite celebrations in Singapore. I enjoy feeling those vibrations amplified by thousands of Singaporeans unified by their love for their country. It’s a manifestation of the Nation’s pride and power. This year however, it will be a smaller affair focused on safety and dedicated to frontline workers. I am still looking forward to watching it through the screen of my TV this time.

Russia-Singapore Business Council and the Representative Office of Rossotrudnichestvo signed a cooperation agreement in the Republic of Singapore

The Russia-Singapore Business Council (RSBC) and the Representative Office of Rossotrudnichestvo in the Republic of Singapore (Representative Office) confirmed their interest in cooperation in the preparation and implementation of programs and events in order to strengthen the positive image of the Russian Federation in Singapore, as well as to promote the interests of the Russian Federation abroad in the field of culture , science and education.

On August 6, the Parties signed a Cooperation Agreement. On the part of the RSBC, the Agreement was signed by the Deputy Chairman – Executive Director Sergey Pronin, on the part of the Representative Office – Representative of Rossotrudnichestvo in the Republic of Singapore Aleksandr Soloviev.

“We see a huge potential for launching joint projects in Southeast Asia, primarily in the field of humanitarian cooperation, in the field of education,” commented Sergey Pronin.

“The implementation of joint projects will serve the development of international contacts aimed at popularizing the Russian language and Russian culture, and will also allow developing activities to expand cultural, scientific and business cooperation,” said Aleksandr Soloviev.

The Agreement was signed at the Center for Foreign Promotion of Russian High-Tech Companies and the Presentation of Investment Projects in Singapore, which was created on the initiative of the RSBC with the support of the State Corporation Rostec in 2017 and is a key platform for promoting Russian technologies in the region. Currently, renovation is being completed at the Center for Foreign Promotion, which will significantly expand the possibilities for launching projects in various areas.

Representatives of Enterprise Singapore and Singapore Tourism Board visited the renovated Foreign Promotion Centre

The renovation of the Foreign Promotion Centre (FPC) in Singapore is nearing completion. The doubled area of the renovated Foreign Promotion Centre in Singapore allows for simultaneous representation of up to several hundred exhibitors, both in physical and virtual formats. The Centre’s infrastructure allows to hold any events, from congresses and exhibitions to educational ones, and if necessary even to place production, in particular, 3D printing of objects of any complexity. Exhibitors and guests of the Centre can enjoy high-speed Internet connection and a wide range of communication channels, from the already familiar Zoom to video conferencing with several levels of security. During the pandemic, the “virtual conference room” service has become one of the most popular.

On July 29, representatives of the Enterprise Singapore (ESG) and the Singapore Tourism Board (STB) visited the FPC at the invitation of Deputy Chairman – Executive Director of RSBC Sergey Pronin. The parties discussed plans for further cooperation and the possibility of making the most effective use of the FPC infrastructure. A number of business, cultural and sport events are planned for November-December 2020 and will be held with the support of ESG and STB.

In the future, the parties do not exclude the creation of a similar centre in Moscow to represent the business and industrial infrastructure of Singapore as a key regional hub.

The official opening of the renovated Centre in Singapore is scheduled for August 2020.

Foreign Promotion Centre hosted talks between the RSBC and Gazprom Marketing & Trading Singapore

On July 29, 2020, Foreign Promotion Centre (FPC) of Russian High Technology Companies and Investment Project Presentation in Singapore hosted a meeting between Sergey Pronin (Deputy Chairman – Executive Director of the Russian Union of Industrialists and Entrepreneurs) and Serguei Edrenkine (CEO of Gazprom Marketing & Trading Singapore). The parties discussed the nearest prospects of cooperation in the conditions of gradual easing of quarantine measures and return of Singapore to the usual rhythm of business life.
At present, FPC is entering the final phase of renovation and will be ready to welcome the first visitors and exhibitors from August. The Centre’s infrastructure makes it possible to hold events of any format, including exhibitions and film screenings, especially important for Gazprom, which has always supported the RSBC initiatives to develop international cultural and humanitarian cooperation.
Supported by Gazprom, the Second Russian Film Week and a concert by virtuoso pianist Denis Matsuev are scheduled to be held in Singapore in November-December 2020. Some of these events will be held in the renovated Foreign Promotion Centre which will be open to the public from August.

RSBC Experts Take Part in the Launch of CAREhab Online Platform

On July 17, 2020 CAREhab GO, a digital platform for the international exhibition of medical and rehabilitation technologies CAREhab, was launched. CAREhab is one of the largest international platforms where the world’s leading companies annually present high-tech solutions in care and rehabilitation technologies. However, this year, due to the coronavirus epidemic, for safety reasons, it was decided to transfer the platform and all events held there to digital space.

The CAREhab GO platform  (https://go.carehab-singapore.com/) provides users with the opportunity to be virtually present at expert presentations, participate in discussions and conduct negotiations. Official events related to the launch of CAREhab GO are scheduled for July 17-18, but the website services will be available until February 2021.

RSBC experts took part in the opening ceremony of the digital platform at the invitation of CAREhab organizers – Singapore’s SingEx company, with which the Council has a long-standing partnership. In 2019, on the Council’s initiative, Russian companies took part for the first time in another large-scale SingEx event – ITAP-2019 (Industrial Transformation Asia-Pacific) exhibition, presenting their solutions in a single pavilion format.  On July 17-18 within the framework of CAREhab, such Russian companies as JSC Shvabe, JSC Krasnozavodsk Chemical Factory, JSC Cheboksary Production Association n.a. V.I. Chapaev, JSC Ramensky Instrument Engineering Plant, JSC RT-Pozharnaia Besopanost, JSC RT-Okhrana, JSC Siber, JSC Scientific&Production Enterprise “ELTOM”, JSC Research&Production Enterprise “Izmeritel”, JSC Novosibirsk Mechanical Plant “Iskra”, JSC Rosoboronexport, JSC YSAR+ were presented to RSBC.

The two-day CAREhab session was followed by negotiations between RSBC and SingEx, during which the parties agreed to develop further cooperation to promote Russian companies in South-East Asia and SingEx events in Russia.

 

More than a Decade of Progress

RUSSIA-SINGAPORE BUSINESS COUNCIL

More than a Decade of Progress

 

Russia-Singapore Business Council (RSBC) remains busy and successful. The Council’s executives established a company RSTradehouse LLC in 2016 to implement the wide range of tasks that are needed for promoting business between both countries.

 

The RSBC was an initiative by the Chamber of Commerce and Industry of the Russian Federation with its first meeting held on 6th October 2009. Deputy CEO of the State Corporation Rostec, Mr Nikolay Volobuev was elected Chairman with the support of representatives from the business community, the Ministry of Foreign Affairs, the Ministry of Economic Development and the Ministry of Industry and Trade of the Russian Federation.

The seeds for that inaugural meeting were sown earlier in September following talks between the President of the Russian Federation Dmitry Medvedev and the then Prime Minister of the Russian Federation Vladimir Putin and Minister Mentor of Singapore Lee Kuan Yew took place.

The vision of the leaders was expressed in the mission of the Council which was, among other objectives, the development of business contacts and mutually beneficial cooperation between Russia and Singapore entrepreneurs.

The RSBC also seeked the enhancement of the role of interested members of the Russian business community in formation and implementation of the state policy in the sphere of Russia-Singapore economic relations.

It is hoped that the Council can unite efforts and the organization of constructive dialogue between Russia and Singapore business circles, interested in sustainable development and improving the efficiency.

To implement this wide range of tasks in the field of foreign promotion, in 2016 the executive structure of the Council established RSTradehouse LLC in Russia, and in 2017 – the Centre for Overseas Promotion of Russian High-Tech Companies and Presentation of Investment Projects in Singapore.

This was considered an important tool to expand the interaction of Russian companies with partners from ASEAN countries in the export-import international B2B Platform RSTrade.

Again, these initiatives were supported by the Russian leadership and the decision of the Russia-Singapore High-Level Intergovernmental Commission.

 

RSTrade Platform – A Key Tool

RSTrade Platform is one of the key tool and stepping stones to help facilitate Russian companies who have interest in ASEAN markets. Today, there are more than 83,000 companies from 26 countries and 400 services represented on the RSTrade Platform.

Fully developed in Russia and operated by RSTradehouse LLC, the Platform is integrated with the State Industry Information System and with CamelONE international electronic platform (operated by vCargo Cloud, Singapore).

According to estimates by Bloomberg, the RSTrade and CamelONE integrated solution for the automation of international trade and multimodal transport will grow to have global importance in the near future.

The activities of the Business Council provide the basis for the acceleration of the Russian presence in the region and significantly expand the opportunity for Russian companies to use the business support infrastructure and development institutions that are operating in Singapore.

With the assistance of the Council and the direct participation of its executive structure, the first agreement and contracts on high-tech civilian products in the SEA countries were concluded and are being implemented.

Currently, joint engineering projects are being implemented at the Centre for Overseas Promotion in Singapore in the interests of key Russian industrial companies, and infrastructure for the sale of high-tech civilian products has been formed. The Centre consists of a permanent Showroom to present Russian High-Tech Enterprises products in physical as well as in digital. Till date, 25 Russian companies are exhibited and over 160 projects are presented at the Overseas Promotion Centre in Singapore.

Shvabe and YSAR + together with Singapore specialists with the support of the RSBC created a competitive innovative thermal imaging complex

Russia-Singapore Business Council was established in 2009 on the initiative of the Chamber of Commerce and Industry of the Russian Federation. In 2018, on the Council’s initiative, an engineering centre was established in Singapore with the support of the Rostec State Corporation. On its basis, local specialists, together with Russian companies Shvabe JSC and YSAR+ JSC, developed and localized on the production facilities in Russia mobile thermal imaging complex Pro_Jemys.2020, focused on both domestic and international markets.

Pro_Jemys.2020 is an innovative product that includes, in addition to a modern thermal imaging camera, a digital data processing module using “artificial intelligence” technology. It can be integrated with any existing security system. The system includes an IMP (Intelligent Management Platform) module, which automatically sends a message when the device is triggered and informs those responsible for facility security, logs alarm events. Pro_Jemys.2020 device performs thermometry in the human flow, generates an alarm and registers an alarm when a person with elevated body temperature is detected. In addition to detecting people with elevated body temperature, this camera can be used to prevent fires in rooms such as machine rooms, rooms with ATMs, meeting rooms, businesses, museums, railway stations, jewelry stores, power plants, etc. An alarm system allows for the early detection of emergency situations and thus the prevention of large-scale damage and destruction of an object. In the Russian Federation, the Pro_Jemys.2020 thermal imaging camera is already used in the Moscow Metro, at industrial facilities of the Rostec State Corporation and in other public places. Prototypes of the system have been installed in Apple (Ireland, Kurputino City in Santa Clara County, California, USA) and Google (offices in China, Hong Kong, Korea, India and the Philippines). Moreover, its users are the Ministry of Health and the Ministry of Defence of the Republic of Singapore. Sales results show that the system has high export potential and significant competitive advantages.

Within the framework of the pilot project of REC (Russian Export Center) and RSBC on promotion of products and services of Russian companies to the markets of Southeast Asia, for which more than 130 companies have applied, there are companies – manufacturers of medical equipment and components. This creates opportunities for scaling up both international and domestic Russian cooperation in this industry. This will involve the resources of both the RSTrade electronic platform and the Centre for Overseas Promotion in Singapore, as well as the capabilities of REC Group companies, including financial and insurance instruments of its structures.

Alexey Murzenok, REC’s director for e-commerce development, noted that high-tech companies should pay more attention to e-commerce platforms, as they are indeed an effective tool for entering new markets, especially in Asia, where the level of e-commerce penetration is quite high. “Together with the Russia-Singapore Business Council, we are working to create a comprehensive mechanism for Russian industrial companies with high-tech products to enter the markets of Southeast Asia, the key element of which is the RSTrade Platform,” Alexey commented.

RSTrade is an Important Channel for Promoting Russian Medical Equipment to Foreign Markets.

On July 2, a REC (Russian Export Center) webinar was held on the development of export products of Russian manufacturers of medical devices and equipment through online channels.

The first e-platform that was introduced was the international platform RSTrade. Its services were presented by the CEO of the Platform operator RSTradehouse LLC (executive structure of the Russia-Singapore Business Council). There were also presented the opportunities of the Center for Overseas Promotion of Russian High-Tech Companies and the presentation of investment projects created on the initiative of the Council in Singapore. In its base, with the support of the Russian Export Center, a Contact Center has been created in the format of a project office. In addition to a simple search for foreign partners to Russian manufacturers, it will organize international contract manufacturing projects and engineering cooperation projects with the participation of Russian companies of electronic tools.

One of the positive examples of a Russian company entering the market using RSBC tools is Shvabe LLC. This company made a significant strengthening of its position in the ASEAN markets over the past 2 years.

In the presentation was pointed out the importance of cooperation between the RSBC and the REC for the development of the activity of Russian companies in the Asia-Pacific region. The cooperation roadmap signed the day before will be the basis for expanding cooperation.

Currently, over 83,000 companies from 26 countries are represented on the Platform, including about 2,000 companies from 8 countries that are manufacturers and suppliers of medical equipment and products. During a pandemic, the activity of these companies in the e-commerce segment sharply intensified. As to RSTrade Platform, number of companies for the period from February to July of this year increased by almost four times.

The webinar participants received useful tools to promote their products in Asian markets and practical recommendations on how to avoid possible mistakes operating abroad.

RSBC and Rossotrudnichestvo agreed to develop joint projects in Singapore

On June 29, representatives of the RSBC and Rossotrudnichestvo held a meeting at the Centre for Overseas Promotion of Russian High-Tech Companies and the Representation of Investment Projects in Singapore (CfOP). This resulted in a decision to develop cooperation in the humanitarian field.

Sergey Pronin, Deputy Chairman – Executive Director of the RSBC and Alexandr Solovev, Representative of Rossotrudnichestvo in the Republic of Singapore, discussed the most promising areas of collaboration, including educational projects and organization of cultural and business events in Singapore. They came to a preliminary agreement on the use the RSBC regional infrastructure, first of all, the Centre for Overseas Promotion and the Showroom of Russian technologies showroom working on its basis.

The recently launched RSBC project “World War II: Common Memory, Common Pain, Common Joy of Victory” dedicated to the 75th anniversary of victory in World War II, also was supported by Rossotrudnichestvo. Among other things, within the framework of the project, the Rossotrudnichestvo and RSBC will organise a photo exhibition “Victory Roads”, which is scheduled to be held in the CfOP for the Third Quarter of 2020.

Russia Holds a Voting on Constitutional Amendments

Безымянный-768x906On July 1, a vote took place in the Russian Federation for amendments to the Constitution. The Constitution was adopted by popular vote on December 12, 1993, and then a number of amendments were introduced.

According to preliminary data, announced the day before by the head of the CEC (Central Election Commission) Ella Pamfilova, the voting turnout on amendments to the Constitution was 65%.

Experts from the Russia-Singapore Business Council also participated in the voting in various formats. The Executive Director of the Council, Sergey Pronin, who is on a business trip in Singapore, voted at the Embassy of the Russian Federation. Some of the colleagues voted online, others in person. The representative of the Council in the Altai region Ivan Bykov worked at the precinct electoral commission.
