III Russia-Singapore Business Dialogue was held in Singapore along with the business mission of Russian enterprises to Singapore

On April 17-18 Singapore hosted the III “Russia-Singapore Business Dialogue”. Previously the first two events were held in Moscow. The Forum confined to the 50th anniversary of the establishment of diplomatic relations between Russia (as the successor of the USSR) and Singapore. The Forum was organized by the Russia-Singapore Business Council.

The event brought together around 140 delegates from Russia and Singapore sides. The first part of the Forum was devoted to general issues of economic cooperation between Russia and Singapore. In particular, Senior Minister of Industry and Trade of the Republic of Singapore Dr. Koh Poh Koon, Deputy Minister of Economic Development of the Russian Federation Mr. Alexey Gruzdev and Deputy CEO of the State Corporation Rostec, Chairman of the Russia-Singapore Business Council Mr. Nikolay Volobuev participated in the event as speakers. The positive development of bilateral economic relations was acknowledged. The growth in 2017 compared with 2016 was about 94%. However, there is still room for it, while among the drivers could be the conclusion of a free trade agreement between the EAEU and Singapore. Another catalyst for the process could be cooperation in the field of high technologies and support of start-ups.

In the second part of the Forum the work proceeded in two parallel sections. Within the first session an exchange of views on the prospects for cooperation in the field of medicine, telemedicine, medical equipment and products took place. The participants found that there are serious prospects for expanding export-import cooperation in both directions. One of the hindrances is the certification and unreadiness of many enterprises for its implementation because of the length, high cost of the process and simply fear that the product might prove to be non-demanded. At the same time, in the frames of the Forum and the business mission the agreements on certification and promotion of Russian products to Singapore were reached.

Within the scope of the second session the investment projects of the Russian regions were presented: Tatarstan, Primorsky Krai, Samara region as well as the key Moscow technopark Kalibr, considered as a point of landing for Asian companies in Russia. In addition, a number of start-up projects of Russian technology parks from Moscow, Voronezh region, and Novosibirsk were shown. Local government agency Enterprise Singapore emphasized some projects as the most promising in terms of attracting Singapore investments. For its part, the Singapore party also showed interest in possible investments from Russia.

On the second day of the Forum the youth session was held for the first time. In the course of its work issues of youth cooperation, sustainable development and interaction in the sphere of green industry of EAEU and ASEAN on the example of Russia and Singapore were discussed. A creation of the Youth Russia-Singapore Business Council – a project, implemented by the Russia-Singapore Business Council together with the MGIMO University was also announced here.

The Forum was the main event of the business mission of Russian enterprises to Singapore. Meanwhile, bilateral and multilateral meetings of various companies and organizations took place on April 16-20. As a result, a number of contracts and agreements were concluded by Russian companies with Singapore and Malaysia partners in various industries. In addition, the agreement reached during the last session of the High-Level Russia-Singapore Inter-Governmental Commission on the organization of an exhibition of Russian high technologies in Singapore was confirmed. It is expected that the exhibition will start its activity this autumn.

Among the upcoming events of the Russia-Singapore Business Council apart from the above-mentioned exhibition it is worth mentioning the organization of two more such business missions of Russian enterprises to Singapore (summer and autumn 2018), as well as a business mission of Singapore companies to Russia (August-September 2018).

The impression of the 3rd Russia-Singapore Business Dialogue held on April 17, 2018 in Singapore shared by Dr Koh Poh Koon, Senior Minister of the Republic of Singapore for Trade and Industry & National Development:

Did you know that this year marks the 50th anniversary of the establishment of diplomatic relations between Singapore and Russia? Earlier this week, I attended the Russia-Singapore Business Dialogue and met several Singapore and Russian businesses keen on exchanging ideas and forging partnerships to explore opportunities together. Russia is a large market with a sophisticated and increasingly diversified economy, and we encourage Singapore companies who are interested to explore Russia and the larger Eurasian Economic Union (EAEU), to approach Enterprise Singapore for support.

 

We are currently in the process of negotiating a comprehensive Free Trade Agreement (FTA) with the EAEU, of which Russia is a member. When in force, this FTA will strengthen our economic ties and bring benefits to the business communities on both side. We look forward to good progress in the negotiations!

Youth Section of the Russia-Singapore Annual International Business Forum

In line with Russia-Singapore Annual International Business Forum that has taken place in Singapore on 17-18 April, we have successfully hosted Youth Section of the Forum at our Singapore’s office today.

During the session, Nikolay Volobuev, Chairman the Russia-Singapore Business Council and I have answered questions on Singapore’s business environment and advantages of growing business here; and have shared our views on how to attract more Russian companies to Singapore.

We are really pleased with the outcome of this event. All the attendees were impressed with the way the session was conducted at our office, while Big Asia TV channel expressed their interest in production of short documentary on GMTS and will be contacting management of PAO Gazprom to get permission on that.

Singapore, Monday, 2 April 2018

    1. Enterprise Singapore was officially launched today. It was formed through the merger of International Enterprise (IE) Singapore and SPRING Singapore.
    2. Enterprise Singapore will be the single agency championing the growth of Singapore companies of all sizes. It will also continue to establish Singapore as a leading global trading hub, and build trust in Singapore’s products and services.
    3. Mr Png Cheong Boon, Chief Executive Officer (CEO) of Enterprise Singapore, shared the role and focus of the agency at the launch event today graced by Mr S. Iswaran, Minister for Trade and Industry (Industry) and 300 industry partners. He outlined the agency’s strategies to take an enterprise-centric approach in working with committed companies; streamline assistance for greater effectiveness; and leverage partnerships for greater reach. Taking an enterprise-centric approach

    1. Globally, there is now a greater economic tilt towards Asia, along with the emergence of new technologies and an ageing population. These bring great opportunities but also disrupt the traditional ways of doing business. Companies need to respond nimbly to the changing environment and integrate capability building, innovation and internationalisation simultaneously in their growth strategies.
    2. Enterprise Singapore is structured to help companies of all sizes – from startups, micro and small companies, to mid-sized and large companies – grow stronger and stay globally competitive. Based on their stage of growth, the industry in which they operate, and their overseas markets of interest, Enterprise Singapore will work with companies to enhance productivity, innovate, go digital, develop talent and internationalise.
    3. Enterprise Singapore will enhance its global networks to support companies going overseas. This includes working with them to capture new opportunities in emerging markets and sourcing for technology solutions and partners in developed markets.

Streamlining assistance to be more effective

    1. As the single touchpoint, Enterprise Singapore will streamline its assistance and processes to support the growth of committed companies. For a start, the new Productivity Solutions Grant (PSG) integrates three existing programmes, making it easier for companies to apply for ready-to-adopt IT solutions and equipment to improve productivity; the new Enterprise Development Grant (EDG) combines the Global Company Partnership (GCP) Grant and Capability Development Grant (CDG) into one single grant to support companies to transform and innovate. EDG will be available from October 2018. (Please refer to Annex 2 for details).

Leveraging partnerships for greater reach

    1. To expand the agency’s reach and support ecosystem, Enterprise Singapore will partner both Trade Associations and Chambers (TACs) and companies more closely to drive collaboration. For example, the Local Enterprise and Association Development (LEAD) Programme has been enhanced – it integrates other programmes to offer stronger support for sectors, and will introduce a LEAD Evaluation Panel to boost inter-association partnership. The PACT programme has also been enhanced to include overseas projects and drive collaboration among companies of all sizes, be it between small companies, small and large companies, multinational corporations or government agencies.     2. “The success of Singapore companies is critical to our economy and to create good jobs for Singaporeans. Enterprise Singapore builds on the strengths of IE Singapore and SPRING to drive and shape the future of our companies. To do this well, the work of Enterprise Singapore cannot be done alone. We will work closely with partners to help committed companies innovate and transform, be it to change business models, adopt technology, strengthen talent pool or deepen global networks,” said Mr Png Cheong Boon, CEO of Enterprise Singapore at the official launch.

Developing Singapore as a global trading hub and strengthening trust in our products and services

  1. Enterprise Singapore will continue to develop Singapore as a global trading hub, and build trust in Singapore’s products and services. This includes working with industry partners to enhance our trade infrastructure ecosystem across finance, risk management, logistics and more, to ensure Singapore’s relevance to the global trading community.
  2. As the national standards and accreditation body, Enterprise Singapore will continue to build a robust Quality and Excellence ecosystem to strengthen trust in Singapore’s enterprises, products and services through quality and standards. Enterprise Singapore also oversees the safety of general consumer goods in Singapore.
