The Eighth session of the Russia-Singapore High-Level Intergovernmental Commission

On October 17, 2017 at the venue of the Technopark Skolkovo within the framework of the Open Innovations forum the 8th session of the Russia-Singapore High-Level Intergovernmental Commission was held. On the Russian side the Commission is headed by the First Deputy Prime Minister Igor Shuvalov, while on Singapore side – Deputy Prime Minister and Coordinating Minister for Economic and Social Policies Tharman Shanmugaratnam. During the session in a narrow and extended format the issues of the character and prospects for the development of relations between two countries in the economy, politics, social and cultural spheres were discussed. The top management of the Russia-Singapore Business Council – Nikolay Volobuev and Sergey Pronin – took part in the extended format of the Commission.

Russia_3Among other things, during the session the parties particularly noted, that the next 2018 year is the year of the 50th anniversary of the establishment of diplomatic relations between Singapore and Russia (as the successor state to the Soviet Union) would continue the emerging positive trends in the economy. Days of Singapore will be held in Moscow, the Russian Culture Center will be established in Singapore. Great hopes are put on the agreement on a Free Trade Area between the Eurasian Economic Union and Singapore.

Among the high-priority issues and prospects for the socio-economic development of relations for the forthcoming year, a number of the initiatives actually related to the Business Council member-companies were emphasized. The Business Council joint initiatives with JSC Azimut; JSC Ruselectronics; JSC Russian Helicopters; JSC SIBER; JSC United Engine Corporation; JSC Tehnodinamika got approval. In particular, the Russian and Singaporean parties supported the initiative of the State Corporation Rostec together with the Singapore companies such as KeyAsic and United Crest Healthcare to create international cooperation in the field of the telemedicine and the development of the technologies iMedic (Singapore) and JEMYS (Russia).

1508244602553The parties also supported the initiative to establish in Singapore a Center for Promotion of Russian high-tech products with the focus on the products and services of the State Corporation Rostec enterprises, as well as the development of the export-import B2B Platform RSTrade, operated by the executive structure of the Russia-Singapore Business Council. The platform is adopted as an instrument for promoting civil products of Rostec enterprises to the markets of South and Southeast Asia.

Igor Shuvalov drew attention to the need of the usage in Russia the experience of professional training of the Singapore Institute ITE – one of the best in the world. He welcomed the initiative of the State Corporation Rostec and the Moscow City Government to establish a similar center in the Russian capital. It was also decided to intensify bilateral cooperation between the universities of two countries. In this regard, the Russia-Singapore Business Council and the Economic Club of MGIMO University (Moscow State Institute of International Relations) initiated the launch of the Youth Russia-Singapore Business Council aimed to develop a dialogue between the young professionals of Russia and Singapore.

Russian Academy of Sciences expects economic growth rate to increase to 4-6% in 2021-2030

According to the authors of the report, in order to reach this level of the GDP growth, it is necessary to bridge the biggest structural gaps

MOSCOW, October 23. /TASS/. Russia’s economic growth will accelerate to 4-6% per annum in 2021-2030, according to the Russian Academy of Sciences’ report ‘Structural investment policy aiming at sustainable growth and economic modernization’ released on Monday.

“At the first stage the main task is to ensure economic recovery through a complex of tactical short-term measures triggering production growth and reducing destabilization risks in economic activities (doing business). The next stage of economic growth implies an increase in growth rates and step changes at all levels of the economic system, which according to our estimations make it possible to reach average annual GDP growth of 3.2-3.5% in 2017-2020, 4-6% in 2021-2030, and 3-3.5% in 2031-2035,” the report says.

According to the authors, in order to reach this level of acceleration in GDP growth it is necessary to bridge the biggest structural gaps, mainly between sectors of the economy with financial resources and those lacking them, without which it is hardly possible to ensure an appropriate macroeconomic dynamics.

“It should be stressed that the implementation of structural investment policy requires a drastic increase in responsibility for decisions made as it implies that particular funds spending areas are defined and mechanisms of bringing them to final recipients are formed,” the report says.

Russia’s Economic Development Ministry projects a 2.1% GDP growth for 2017 (up from 2% announced earlier), 2.1% for 2018, 2.2% – for 2019, and 2.3% for 2020. Earlier the ministry said the country’s economy would add 1.5% each year in 2018-2020.

News of B2B RSTrade Platform

On October 15, 2017 an export-import B2B RSTrade (www.rstradehouse.com) was further developed: the new content was added and the working version in Chinese emerged. Prior to this the Platform had operated in three languages: Russian, English and Indonesian.

Besides, the practicable integration of RSTrade with the State Information Industrial System have begun.

Currently, on the Platform the companies from 14 countries are registered as suppliers and consumers. The most popular services are: displaying of goods and services in a public domain and contract manufacturing with a closed access, opened only for a part of the registered users. The above-mentioned processes would contribute to the qualitative growth of the number of participants of RSTrade on the Russian side and hopefully attract more partners from Oriental countries interested in the development of foreign economic relations.

Presentation of YSAR + technologies in Southeast Asia

On September 26-28, 2017 a delegation of YSAR+ visited Cambodia and Singapore

Organizational support for the negotiations was provided by the Russian-Singapore Business Council, of which YSAR+ is an active member.

During the trip to Cambodia, meetings were held in the Ministry of Health and in Khmer-Soviet Friendship Hospital. The issues of introduction of YSAR+ telemedicine system for combating oncological diseases were discussed. The Director of the International Relations Department of the Ministry of Health (Dr. Sung Vinntak) and the Director of the Hospital (NGY MENG M.D) were presented a breast cancer screening system. The Cambodian representatives expressed interest in this solution and declared their readiness to create a pilot project based in Khmer-Soviet Friendship Hospital.

At the meeting in Singapore, the solutions of YSAR+ were presented to the head of a company promoting innovative technologies to the market of Southeast Asia. Agreements were reached on further cooperation and holding of detailed presentations of YSAR+ products to the health authorities of a number of countries in Southeast Asia.
