Executive Director of the Russia-Singapore Business Council Sergey Pronin met with representatives of the National University of Singapore.

During the meeting were discussed the differences between countries education systems of two countries, specific professional training for high-tech industry, conditions of the intensification of technology transfer and mutual exchange program.

Following the meeting, an agreement was reached on the organization by Russian-Singapore Business Council of several scientific and educational missions of teachers and students of the National University of Singapore in leading universities of Moscow and St. Petersburg.

RSBC’s business visit to Siberian Federal District

Development  Director of the Russian-Singapore Business Council Andrey Bykov made a business visit to the Siberian Federal District. During the visit, meetings were held with representatives of the executive authorities and the business community of the Altai Territory and the Novosibirsk region. The parties discussed the prospects of achieving export-oriented enterprises in the region to the markets of Southeast Asia, cooperation in the field of education, in particular the internship program developed by the Russian-Singapore Business Council and the Business School at Nanyang Technological University, has been offered for the heads of Russian regions. The program can be realized both in Singapore and in the territory of Russian region. As part of a business trip the presentation of information and service platform RSTrade for promoting Russian industrial products of civilian non-industry sector of the economy in the countries of Southeast Asia, India and Australia, as well as to increase efficiency and improve service imports from Asian countries to Russia and EEU countries. Parties identified ways of mutually beneficial cooperation, and agreed to hold in November 2016, a working visit to Singapore, dedicated to the 7th meeting of the High-Level Intergovernmental Russian-Singapore Commission.

Russia-Singapore Business Council is a co-organizer of the conference: “Additive technologies in Russian market: from scientific developments to manufacturing of the future”, which will be held on 17-18 October 2016 at Caliber Technology park.

In the business program of the conference will participate Prof. Chea Kai Chua (one of the leading singaporean professors in this sphere of science), together with his team. It is also expected to involve representatives of the Ministry of Industry and Trade, the Department of Science, Industrial Policy and Entrepreneurship of Moscow, Moscow Polytechinical University, Innovation Agency of Moscow and others.

Registration of business in Singapore

Singapore offers various tax advantages, but not everyone can be a tax resident. Singapore is the paradise where it is not easy to go.

There are 4 forms of organization of foreign companies in Singapore.

Sole-proprietorship and Partnership: the owner of the company – one person or partners (up to 20 persons). This form of organization is not a separate legal entity and the owner (owners) is burdened with full material liability.
Limited Partnership is a form of organization with similar structure. The difference is that in limited partnership only one of the partners is liable (so called general partner). This form of organization is also not a separate legal entity.
Limited Li¬ability Partnership: liability of the owners is limited by the value of assets as in the case of a legal entity, however the partners can be personally liable for losses of the company, resulted from their fault. One of the disadvantages of this organization is that the foreign owner is not entitled to receive EntrePass (investment immigration visa). This form of organization is a separate legal entity.
Company: the most common form of organization, completely regulating rights and liabilities of it`s owners. Two types of company are registered in Singapore: private limited company (PLC) and private exempt company (PEC). Exempt (from taxes) private company is a relatively new form of legal entity with simple and clear structure that gives an opportunity to enjoy many advantages. These two forms are very similar with the exception of some requirements by opening.

General requirements for setting up PLC in Singapore

• Appointment of minimum 1 director (citizen of Singapore, permanent resident or owner of resident-pass). All directors who are the residents of Singapore or citizens of other countries must be natural persons rather than legal persons).
• Minimum one shareholder.
• Appointment of secretarial company in Singapore.
• Legal address of the office in Singapore (virtual address is prohibited).
• Minimum authorized capital is 1 Singapore dollar (0,8 USD).
To the registration of private exempt company two additional requirements are proposed:
1. Shareholders are only natural persons (shares cannot be even indirectly owned by a legal person).
2. The number of shareholders is strictly limited (no more than 20 persons).
At the moment private exempt company is one of the most frequently registered forms in Singapore, the reason for this is tax privileges and less stringent requirements for the audit.

Election campaign cycle begins in Russia

As we previously reported, Russian President Vladimir Putin has signed an official decree calling for elections in the lower house of Russian parliament to be held on Sept. 18.

The document will be officially published within the next five days, at which point the campaign cycle will begin. This will be the first Russian legislative election since December 2011, The Moscow Times reports.

According to Russian law, political parties have 30 days after the president calls for elections to submit their lists of candidates.

The State Duma elections will see 225 politicians elected via party lists and another 225 people elected in single-member constituencies.

Elections to the legislative assemblies in 39 districts of Russia will be held on the same day, as will elections for governors and republic heads in a further seven regions.

Ministry of Education and Science of Russia Expects to Increase the Quota for ASEAN Students in Russian Universities by 10%

The main topic of the University Forum, which was held on September 1-2, 2016 in Far Eastern Federal University was cooperation between Russia and countries of Southeast Asia (ASEAN countries) in the sphere of the humanities.

The meeting was held as part of the business program of the Second Eastern Economic Forum (EEF), which brought together more than 150 top managers, professors, experts and students from leading universities.
The central event of the University Forum was the plenary meeting with participation of the Minister of Science and Education of the Russian Federation O. Yu. Vasilyeva, Minister of Energy of the Russian Federation A. V. Novak, Assistant to the President of the Russian Federation A. A. Fursenko, Deputy Minister of Foreign Affairs of the Russian Federation I. V. Morgulov, and ministers and official representative of education bodies of Brunei, Vietnam, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand and the Philippines.

“We have almost six thousand students from ASEAN countries studying in Russia today, and they choose to major in medicine, engineering, languages and economics,” the Minister of Science and Education said. “We are working on increasing the quota for ASEAN students by 10% next year. The Forum makes me hopeful that in the very near future we will be able to activate exchange programs and establish network cooperation between universities.”

“Far Eastern Federal University is happy to have students from ASEAN countries,” acting Rector N. Y. Anisimov said. “We expect that their number will grow.”

A. V. Novak specifically stressed that the fuel and energy sector plays a significant role in the economies of Russia and the countries of Southeast Asia, and in the near future will remain one of the largest consumers of human resources and a customer of research projects. This is why, the Minister said, cooperation with the university community is of priority importance for the industry, and the Russia-ASEAN Forum has been selected as the starting point for #BrighterTogether All-Russian Festival of Energy Saving.

During the two days of plenary sessions and panel discussions, the participants of the University Forum discussed possibilities for cooperation in the sphere of science, technology and innovations, the role of Russian and ASEAN scholars and experts in resolving issues of security, the environment, climate change, biological security and energy efficiency, the future of international cooperation for support of business, culture, medicine and sports.
